2. 14.1.1: ETTL will provide drilling equipment and experienced personnel to complete field investigations consisting of soil borings and field testing (TxDOT Cone Penetrometer Tests) in accordance with Foundation Exploration and Design Manual prepared by the Bridge Division, dated July 1972, and Foundation Exploration Administrative Circulars 25-84,33-87 and 25-92.

The number of borings together with the location and depth will be determined in consultation with the prime consultant based upon information provided by TxDOT representatives when such information is available. In the absence of such information, a mutually agreed upon location and depth will be established by the prime consultant and ETTL. Access to boring locations and traffic control when required will be the responsibility of ETTL unless otherwise stipulated. Locations, offsets and elevations of borings will be furnished by the prime consultant’s subcontract provider for surveying.

3. 14.2.1: All geotechnical testing on samples recovered from field exploration will be conducted in the corporate geotechnical soils laboratory in Tyler, Texas. All testing will be supervised by Mr. Hermann Walka, P.E. who is in charge of Quality Control for materials testing for ETTL. Data produced by the laboratory will be reviewed by ETTL’s Mr. Stephen Richards, P.E.
ETTL participates in AASHTO Materials Reference Laboratory (AMRL); Cement & Concrete Reference Laboratory (CCRL); and TxDOT Materials & Test Division Bituminous Proficiency Sampling. ETTL also meets the requirements of ASTM E 239.

4. 14.3.1: The results of the field and laboratory phases of the work performed by ETTL will be reviewed by the in-house engineering and geological staff. Based upon such review, computer-generated logs in accordance with TxDOT standards (Wincore software) and utilizing TxDOT symbols will be generated to present information in its final form. Depending upon the scope of the involvement of ETTL, reports may be produced which detail the type and depth of foundation for the various structures that are to be utilized within the project. Additionally, recommendations for pavement design as well as recommendations for construction may be included in the final report.

2. ETTL has worked with TxDOT in many environmental areas. This work includes Phase I, II, and III ESA’s, asbestos abatement, underground storage tank assessment and remediation, and soil-gas surveys. Highway work has included state Superfund sites, subsurface soil and ground water analysis, landfill sites, and refinery sites. ETTL has performed remediation services as well as health monitoring during construction at hazardous sites.


II. ETTL Profile

ETTL (previously dba East Texas Testing Laboratory, Inc.) has been in business under the same ownership since 1965. In addition to the corporate office in Tyler, Texas, ETTL maintains offices and laboratories in Longview, Texas and Texarkana, Arkansas. All geotechnical and hazardous materials services are provided from the Tyler office with such services extending to Louisiana, Mississippi, Arkansas and Southwest Oklahoma. ETTL has provided geotechnical and materials testing services for various TxDOT projects since 1983. At the present time ETTL serves both as a prime provider and a sub-provider on many TxDOT projects.


III. ETTL Facilities and Equipment

TxDOT laboratory testing will be performed in the corporate laboratory at 1717 E. Erwin, Tyler, Texas. ETTL participates in several proficiency sample testing programs, including those conducted by AASHTO Materials Reference Laboratory (AMRL); Cement & Concrete Reference Laboratory (CCRL); and TxDOT Materials & Test Division Bituminous Proficiency Sampling. These programs involve ETTL's laboratory facilities (as part of their routines), running tests on representative samples prepared by these agencies. In addition, ETTL meets the requirements of ASTM E 329.

ETTL also has been inspected and approved for work by the Texas Department of Transportation. And as the need arises, ETTL has been inspected and approved by the Corps of Engineers for work on various Corps projects within ETTL's geographical service area.

Capabilities include routine soil testing such as Atterberg limit, -200 sieve analysis, as well as more sophisticated testing for TxDOT triaxial strength, consolidation testing and soil permeability tests.

Mr. Flatt has over 45 years of experience in Civil Engineering, specializing in Geotechnical Engineering and Construction Materials Testing. Extensive experience has been gained with the Texas Highway Department in Districts 2 and 10 serving as Senior Laboratory Engineer and Senior Resident Engineer on construction of major highways and bridges. Similar project experience has been gained in the private sector by involvement in exploration and geotechnical services for private consultants engaged in work for TxDOT. Mr. Flatt is Chairman of the Board of ETTL, and majority owner.

Charles Brandon Quinn, P.E., CPG Principal Engineer

Mr. Quinn has had two decades of experience in geotechnical engineering, construction materials testing, engineering geology, hydrogeology, and environmental geology and engineering. His experience includes engineering and geological evaluation of municipal landfills, work on the Focused Remedial Investigation at Marshall Wood Preserving State Superfund Site, and service on many projects for TxDOT. He is Vice President of ETTL and Manager of Engineering Services.

Mr. Richards has had more than three decades of experience in Civil Engineering and is a registered P.E. in five states. His experience before joining ETTL included three years of work with TxDOT in the Tyler district. Mr. Richards has been with ETTL since 1991, where he has concentrated especially in the fields of geotechnical and construction materials engineering. He is ETTL's Technical Services Manager.

Mr. Kennedy is a Certified Environmental Professional by the NAEP (C.E.P. # 04512) in the functional area of Environmental Assessment, including mitigation procedures. With over 20 years of environmental experience, Mr. Kennedy is Manager of ETTL’s Environmental Department. His work has included Superfund sites, landfills, subsurface soil and ground water assessments, underground storage tanks, waste management, and remediation.

Robert Duke, P.E. Project Manager & Field Information Manager

Mr. Duke joined ETTL in 1992. He specializes in geotechnical services; carries out asphalt and concrete mix design, and supervises earthwork on varied construction projects. Mr. Duke makes recommendations for foundations based on geotechnical data; prepares reports related to the foregoing; and supervises technicians in performance of duties related to the foregoing. He also supervises materials laboratories quality control, and he has carried out CMT services for a great variety of projects.

 

Jeanie Odom, P.G. Geologist/Logger and Senior Project Manager
A graduate geologist and senior project manager, Ms. Odom has, since 1994, served ETTL as a logger on numerous exploration projects -- not only for TxDOT and other applications in Texas, but in such states as Arkansas, Louisiana and Mississippi. Among her many services, she has provided on-site geological supervision for drilling and sampling operations and carried out hydrogeological investigations, including stratigraphic evaluations and assessments.

 

Arthur M. Campos Project Manager
Mr. Campos has over 30 years of experience in civil engineering specializing in foundation engineering and earthwork recommendations. He has been employed by ETTL for over 20 years, all of which have been with geotechnical services involving foundation investigations and evaluations for a wide range of projects.

Hermann Walka, P.E. Geotechnical Laboratory Manager
Mr. Walka has over 30 years of experience in various aspects of engineering and construction. As supervisor of ETTL's Tyler geotechnical and materials laboratory, Mr. Walka provides Quality Assurance/Quality Control for all tests performed. He is responsible for maintaining all records dealing with equipment, and for personnel used to verify the accuracy of results produced by the laboratory.

John Battle Drilling Services Manager
With over 30 years of management experience, including serving ETTL as dispatching agent for projects calling for construction materials testing services, Mr. Battle heads up ETTL's drilling services and related staff for both geotechnical and environmental projects. He is especially able to help users of ETTL's drilling services get their project needs met with maximum swiftness and efficiency,

Tommy Cook Drilling Superintendent
Mr. Cook has over 30 years of experience with ETTL as a drill helper, assistant driller, senior driller and drilling superintendent. Mr. Cook has extensive experience in the operation of all types of drilling equipment and possesses a thorough knowledge of the drilling requirements for TxDOT projects, having completed many such projects.

Harold Hinds, Senior Driller
Mr. Hinds has over 20 years of drilling experience, utilizing all types of drilling equipment. Mr. Hinds additionally has expertise in the logging and identifying of various soil strata.
