An ETTL landfill CQA (construction quality assurance) team headed up by Brandon Quinn, P.E., P.G., C.P.G., has completed and delivered SLER and GLER reports for a new cell which was completed in mid-July of this year for CSC Disposal and Landfill, in Avalon, Texas.

From ETTL's viewpoint, the project was both typical and atypical. Typical because it called for the same kind of evaluation services as ETTL has provided for a multitude of other landfill cells. But atypical for three reasons: First, the cell was of very small size (only 1.65 acres). Second, it was a "transition" cell, designed to be located between, and tied into, several larger cells. And, third, it had a 5:1 slope throughout.

Since the cell's completion, ETTL's team has continued work on two other projects at the same landfill. One of them involves a 4-acre cell. It will be one of the cells the transition cell connects into, and it will have the same type of liner construction and, hence, require the same CQA services.

And the other project calls for evaluating a 50-acre closure (cap), including testing its 18" layer of clay for compaction and permeability. Also, some 12 acres of the cap will additionally have a 40-mil geomembrane liner; and ETTL will be doing conformance testing on it as well.

CQA Work Completed on the Transition Cell

ETTL's work on the transition cell was documented in detail in the soil liner evaluation report (SLER) to show that the cell will meet the requirements of the Texas Commission of Environmental Quality (TCEQ). The SLER recorded ETTL's CQA services during the construction of the cell's 3 ft thick compacted clay liner, including on-site inspection, field and laboratory testing for each 6" lift until this lower liner was completed. ETTL's testing during this part of the project included Atterberg Limit values, No. 200 sieve, moisture-density (using a nuclear gauge) and hydraulic conductivity. Liner thickness verification was also carried out.

The subsequent geomembrane liner evaluation report (GLER) documented ETTL's CQA work involving the upper portion of the composite liner, including its 60-mil geomembrane liner, geocomposite lateral drainage area, leachate collection trench aggregates and piping, and the final 2-ft soil protective cover. An HDPE black texturized geomembrane liner was used on the floor and sidewalls. Among the many evaluation tasks ETTL carried out during this phase of the project was inspecting all repairs made by the installer of the geomembrane liner (Lone Star Lining) and recording their location and test results in the GLER. In the left-hand photo below, the edge of a repair is being ground before welding. At center, a repair along a tie-in seam of the transition cell is being extrusion welded. And, at right, a portable tensiometer is being used to test a weld.
